Abstract

LARANJEIRA, Fernanda de Oliveira  and  PETRAMALE, Clarice Alegre. Economic evaluation in health decision-making: the experience of CONITEC. BIS, Bol. Inst. Saúde (Impr.) [online]. 2013, vol.14, n.2, pp. 165-170. ISSN 1518-1812.

Health economic analysis is a field of knowledge that aims to weave the rationality of economic into decision making in health. The need to use this knowledge becomes evident regarding the rational use of health constricted resources. Currently, health decision makers face challenges that happen together and subsequently concatenated: the increasing technological innovation, the proportional increase in health spending, the constraint of budget resources, the pressure from industry, the media and health professionals, the users demand for rights and consequent judicialization of health. In this sense, the mission of National Committee for Incorporation of Technologies in the Health System (CONITEC), which has existed since December 2011, is to analyze requests for coverage of technologies, in line with social needs in health and management of the Brazilian Health System (SUS) and with scientific evidence. All demands by coverage technologies must present scientific evidence of efficacy and safety, in the form of systematic reviews or summaries, and economic analysis and budget impact studies on SUS perspective. In this paper, we present the concepts of the types of health economic analysis and the CONITEC’s experience in its first year of work
