At the current deployment stage of the National Health Service (SUS), state managers are expected to support the creation of regional health care systems as complex, resolute networks on an intercity basis. The paper presents results from a qualitative research carried out by a regional division belonging to the State Health Care Department. It was aimed at characterizing how state managers act as the regionalization process takes place, particularly in relationships that are formed as they interact with local managers. The study highlights the emptiness and the unpreparedness presented by the regional entity to perform these functions: coordinating the regionalization and rendering technical support to local managers. In addition, it points out that insufficient financial resources can only partially explain the difficulties to build health regions.
